be secretary of defense and 25-year veteran of the c.i.a. to head the agency. >> these two leaders have dedicated their lives to protect the country. i urge the senate to confirm them as soon as possible. >> but hagel's selection grew more criticism and the choice of john brennan threatened to raise questions about water boarding that he didn't want to answer when he was considered four years ago. had a ha ge8, obama said would be an outspoken advocate for severs men and women. and his business experience will help him prioritize pentagon spending cuts that everyone knows is coming. >> even though we make tough fiscal choices we have to do so wisely guided by a our stlaj and

keep the military the strongest fighting force. >> reporter: but it drew immediate fire. it was a 14-year-old comment about a diplomat being aggressively gay which hagel has apologized and his opposition in iraq and troop surge and independents what he called the jewish lobby and called for talks with hezbollah. all which led lindsay graham and in your face nomination, that the number two republican senator frankly skeptical. >> i think the president has much better choices as secretary of defense than to choose somebody who fails when it comes to the number one security issue mainly a nuclear iran. >> he praised john brennan's tireless work as counter-terrorism director. >> reporters ask you, you don't get any down time. john said, i don't do down time. [ laughter ] >> brennan will face questions

about drone strikes that may be more properly direct at the president. republicans may use the confirmation hearings to question about brennan about the attack in benghazi. his focus is on thrift threats in this country. in 2008 brennan withdrew his name from c.i.a. director rather answer questions about water boarding. he privately told mr. obama he opposed. >> john mccain still has questions about what role brennan played in enhanced interrogation and why he publicly seemed to support it and he intends to ask those questions. mccain a long time critic of water boarding. >> bret: thank you. the president's pick to run the c.i.a. spent 25 years there. katherine tells us john brennan may face a contentious battle.

vietnam. >> when his brother was injured by a mine, chuck risked his life to pull him to safety. to this day he bears the scars from battles he fought in our name. >> in 2008 he traveled to afghanistan, iraq, kuwait and jordan with then candidate obama and went toe to toe defending him against the presidential nominee john mccain. >> i think john is treading on very thin ground here. >> his views remain an open wound for this freshman congressman who served in iraq and afghanistan. >> he came out against the surge. he delayed emergency funding for the troops in 2007 even after the surge succeeded in 2008. he still said it wasn't because of the troops. >> former defense secretary robert gates urged him to confirm hagel swiftly zrig him as a man of patriotism.

even though they disagreed over some issues sush such as the iraqi surge. >> bret: let's get some perspective. brit hume is here tonight with us. good evening. >> supporters of hagel are fond of state can his courage. his agreement with president obama on the issue when both of them were senators were said to have been the bond between them. there is another way to look at it. when the authorization to go to war there was before the senate, hagel voiced misgivings what he said was a lack of knowledge of the country and unaware of the risks. when the role was cold. he voted aye. when things got tough he became a critic. then hagel called it the biggest foreign policy blunder since

vietnam. even if the troop surge had failed it would not have been that. this is a record to be proud of? after vietnam the country was gripped with a reluctance to use military force. it was known as vietnam syndrome. the first president bush thought he banished it with the success of the first gulf war. but with president obama re-elected, the u.s. out of iraq soon to be out of afghanistan and chuck hagel chosen for defense, that syndrome seems to be back again. >> bret: there are some in this town that the hagel nomination and all the controversy surrounding it is over hamas, the surge, it's going to get a lot of attention. perhaps it's going to take a lot of attention from the brennan nomination, do you buy that? >> i do. i think there will be a big fight over hagel. there will be confirmation hearings and suspends will he make it or will he not. i think in the end he will make

especially among republicans. correspondent shannon bream reports on the inside look on president's spending. >> with the last fiscal deal they are gearing up. as one of the key players talk about what happened the last time around. in an interview, house speaker says, quote at one point several weeks ago the president said to me, we don't have a spending problem. boehner says he was stunned and repeatedly push the issue with the president. he says mr. obama grew irritated and said i am tired hearing you say that. there is no give to the president's advantage and he won't hold any more closed door meetings with the president because he called it futile. the president vowed there will be no debate whether to raise the nation's already exceeded

debt ceiling. a key thing that republicans will give them much better positioning as the u.s. hovered dangerously close to the fiscal cliff. the two sides don't agree whether tax revenue is settled. republicans say having given the president hundreds of billions of new tax dollars unmatched by corresponding spending cuts, they are in no mood to give them more money. >> it's over. completed. that is behind us. now, the question, what are we going to do about the biggest problem confronting our country and our future. that is our spending addiction. it's time to confront it. >> not so fast according to house minority leader nancy pelosi. the idea of generating more tax revenue is certainly still in play. high income earners who were just hit with a rated increase should be prepared.

i'm not going to zero game between israel and neighbors, but also have vital national security relationships with the united states let's bring in our panel. steve hayes, juan williams and charles krauthammer. steve? >> i think the quote you read is offensive. its clownish view of what people have been arguing both with respect to protecting national security but the threat that iranian poses to the united states of america. i think one of the areas in which hagel has shown himself to be president obama's left, and he has in a variety of different places, is the question of iran. hagel ruled out a military strike would be unreasonable, it would be foolish to do that. something that the obama administration despite fact i think they have taken a rather accommodating and patient approach has never done. the second one he proposed establishing an interest section

in tehran at a time we knew, we had increasing evidence of the efforts that the iranians were make to kill u.s. soldiers on the ground in afghanistan and iraq. they were making progress on nuclear weapons. chuck hagel is proposing establishing that in tehran. i think its bad step. if you believe as i do the obama administration has meant a degradation of u.s. power and influence in the world this is going to continue that trend. >> no, i think the policy does not originate at the pentagon. the policy originates at the white house. as i recollected, bob gates opposed action in libya but when the president made the decision, he carried out the policy. so when you come down to chuck hagel, i think it comes down to exactly what steve said in one regard. when it comes to iran and his reluctant to suggest he would

take military action, it has to be the case with this nomination he has said to the president, you make the call mr. president. i think most people would view his position on iran as questionable. to put it politely. the u.s. has naval deployment there is n the straits of hormuz we have to build that threat up to make it credible to the iranians to in order for the sanctions to have their maximum impact that is to change iranian behavior. >> bret: that he was opposed to. >> right as he opposed to. there is legitimate difference. policy originates with the white house. then you come down to, i don't think clemens comments were off by much. if you are opposed to any policy coming from israel, somehow you are to be questioned. i don't think that is fair and i don't think most people in the

u.s. senate thinks it's fair. >> bret: the other criticism has been hagel on iraq and how vocal he was back in 2006, 2007. here is a speech he gave after the opposing president's troop surge announcement from president bush. >> i think this speech given last night by this president represents the most dangerous foreign policy blunder in this country since vietnam if it is carried out. i will resist it. >> bret: then he went on 2007 to say this about the iraq war, quote, people say we're not fighting for oil, of course, we are. he said that to catholic university in september. they talk about national interests, what the hell do you think we're talking about? we're not there for figs. >> obama made the case for hagel. he twice stretched the fact he is patriot and fought for his

country and wounded. the implication that obama hinted at this, therefore somebody who is in the field somebody who knows about the pain 6 war will exercise superior wisdom when it comes to making decisions about war and peace. well, that proposition can be tested by the history of chuck hagel. what was the most important decisions he had to make as a senator? on the iraq war. he reported to have been opponent of the war. after the war went bad and public opinion had turned against it. on the crucial decision of launching the war at a time when the future is indeterminant and time information is necessarily incomplete, he voted to go to war. then when he had the second most important decision on the surge which saved the war and created the conditions where iraq, where we could leave iraq with a

democratically elected politically neutral state, he has showed was against it. he led the fight against it. he said that it was morally, strategically wrong. so big decisions he had to exercise as senator, he had it wrong by his own rights on every single count. >> bret: as we have done here. we have taken a lot of time on the hagel nomination. brennan nomination is up, too. steve, perhaps the hagel nomination overtakes that and brennan doesn't face as much scrutiny if it was solo, but what about perhaps the bumpy road he may face? lindsay graham says he wants to put a hold on the nomination until he gets answers on benghazi.

>> republicans are going to be loath to fight two tough nominations on hagel and bran then at the same time. brennan served under george w. bush. republicans are not going want this fight at the same time. the questions about brennan go back to the christmas day bombing when he was the administration spokesman, when the administration decided to treat him as a criminal whether than an intelligence matter. the explanations were wrong from the administration. he was the point man on that. you have other things. >> bret: he came out and said i let the president down. >> he did. you have other instances where brennan was at the center of intelligence matters where the president didn't come out looking good. of course he was there in the white house giving the president advice on lad lad raid. he deserves credit for that. i think it's unlikely that republicans will focus on

brennan so much they will focus on hagel. >> because 25 years. >> president wanted him in this position initially. this is the interesting point. opposition came from the democrats who were concerned that he was involved in the so-called interrogation, possibly torture techniques to get information. this time around it's the use of drones which has been proved at the white house. now it goes over to c.i.a. think you are going to see lots of questions raised from the left about brennan as well as we see republicans raising questions about hagel. fellow republican senator but he supported a democrat in the last senate race. >> bret: do both of them get by. >> brennan will get a bye and hagel will be tough.

>> i think they both get approved but what happened to women and some others from left. presidents get their people confirmed. >> hagel is definitely an open question and depend on what the white house offers chuck schumer. >> bret: next up, john boehner says president obama told him that washington doesn't have a spending program and he was getting tired of boehner saying it did. i have a cold, and i took nyquil, but i'm still stubbed up. future. that is our spending addiction. >> are you then saying to the upper classes, get ready, you are going to have to pay some more? this is not the end of it? >> i'm saying it's not off the table. >> it's not off the table? >> not in terms of tax rates. >> what would be some of the things on the upper income people, what kind of deductions? >> i'm not going into it. put it all on the table and see what is working. >> bret: what may happen in front of debt ceiling, next stop in the fiscal back and forth between democrats and republicans here in this town. in an interview with wall street jourj, john boehner said interesting things. quote, at one point several weeks ago the speaker said, the president said to me we don't have a spending problem. but mr. president we have a very serious spending problem.

the speaker repeated this so often, end of negotiations the president became irritated, said quote, i'm getting tired of hearing you saying that. what i should have done, was to come out and say the house has done its work. house passed a bill and replaced the sequester and house passed a plan extending current tax rates. we passed the budget. we called upon the senate to do their work. we're back with our panel. next fight here. >> we heard pelosi with apologies to john paul jones which she and the president said last week we have not begun to tax and to spend. they have been open about this. as she said, she said we got you on rates, that is round one. round two we're going to squeeze the money out of you eliminating deductions and loopholes. look, it seems to me the republican leadership is finally beginning to understand what some of us have been arguing for

four years. barack obama has zero interest in cutting spending. churchill once said, i did not become the king's first minister to preside over the liquidation of the british empire. obama is saying, i did not become president of united states to preside over the liquidation over the welfaretat. we saw it in his actions. biggest expansion entitlements and biggest spending bill in american history with the stimulus. now what we saw with the fiscal cliff negotiations and now we have -- it just isn't these -- but words to the speaker, we're not interested in spending cuts. spending is not the problem. >> bret: ed henry is reporting that treasury-secretary nominee he has history of the clinton white house, a guy that has talked about entitlement reform and seriousness of all of this.

how does that fit in the future of what we are hearing here that this white house is not really ready to do any serious cutting currently? >> i don't think it's not true they are not ready to do serious cutting. they were talking about repositioning the cpi so that you would have a decrease in the rate of increase of spending on entitlement programs. in addition to which they were fully willing to look at things like eligibility and people are most concerned about medicare and that would be terrific consequence for taking those steps. it's not they aren't interested in cutting spending. even if you look back at what mitt romney was proposing during the republican campaign season, he was talking about eliminating loopholes, eliminating some of these deductions as way to put more money into the treasury

because if you look at it as just historical fact the taxing rate right now as a measure of g.d.p. is historic low. it is not high. again, it's very political matter. president will have to cut spending because if he has a meaningful second term, his legacy is going to be tied to things like simpson-boles and something that stabilizes our future. >> i hope the president is watching juan with sage advice. i think charms is exactly right. it's hard to have good faith negotiations with someone who doesn't want to cut spending. president has given no indication he is serious about cutting spending throughout the first term and now in the early stages or weeks before he begins his second term. it's impossible to have that. i think it's a hunge moment because now that republicans understand that, they won't be tempted to engage in good faith

negotiations on an elusive grand bargain. >> bret: we'll have many more bites of this apple. and stay tuned how one oscar contending film is making an impression.
